Omg someone else who knows what steampunk is. i could hug you! anywho. i dont know where that particular pair was made, but i do know you can find similar pairs on Etsy. its pretty much a mecca for steampunk stuff. if someone is selling anything victorian or steampunk, you can usually find it there. and since the stuff on there is handmade, you can usually get a really good price for it.

It looks more like knit, not crochet. You'll probably be able to find a pattern online if you look.
